Rrron was something of a wildcard with respect to his usage of moderation powers. I recall some conflict on Maniacs Only when fpup was trying to get him to tone it the fuck down a bit (It seems that fpup's intent was on running a forum that was inviting to more than just a select in group - regardless of the joke baked into the name). Rrron basically packed it up and left after too many squabbles. This WAS something of a "both sides kinda have a point" scenario, as we were in full tilt Clemon09 territory at the time.

I'm not even sure Maniacs Only was a runner in 2010, that might have been last gasp of Troniks - I'm only speaking from what behind the veil action I observed as DIY mod on Troniks and global mod on Maniacs.

Anyway, I'm reading the Ban Me Box as a riff on Stimbox and his authority on the Noise Guide forum (paired with the drama of him getting himself on the big split box set after he was pointedly not invited). I miss Rrron, but he could be a curmudgeonly old fuck about some intersectional aspects of our little community (just like the rest of us, Rrron's only special because he took his shit and left the building for good).

So that screenshot seems like some strays from some drama bomb 9000 shit going on. Not everything was sunshine and roses.

TL;DR I don't think that was an actual pedal, just a meme.
