Cut ups? Well as you must know musique concrete being a predecessor to noise relied heavily on tape editing. As to how it relates to noise it kinda depends on the content. Also splicing tape or even editing in a DAW can be obsessive so ....
Cutting up and mixing sounds...especially voices is fun. You can take things out of context and put it in whatever context you want.

Yes this took hours to do...4 to 6 straight hours making this. It was hilarious and fun.
I have more examples of multihour cut up sessions that result in 3 to 5 minutes of finished sound.

sounds like a composition, which involves a clear sense of what you are trying to achieve. at least if you're not just hitting "shuffle" then "play" each time.
maybe just trying to outdo yourself is enough, if you have a solid grounding in making noise already.
