Why only scrolling?
What is the Program?
or is it something free online for animating images?
It's looking way better yet some text stroke black outline would probably help make the text pop more IMO...

Because it's just an animated png

The phpbb banner extension just replaces the default banner with an image of your choosing and also displays it on the mobile version which the default doesn't even do right.

That PNG doesn't break into single frames at all for me using my old more advanced Fireworx method...
